Matt Mullady - Vice President
Matt Mullady has been a lifelong resident of Kankakee. He was appointed by the Kankakee Valley Park District Board of Commissioners in 2004 and has continued to serve in his second 6-year term.
Matt’s passion for the Park District started as a boy the age of 4 with summer park programs that he shared with his brothers and sisters. They also had a family pass to the park’s swimming pool.
In 1972, the District opened its first Ice Arena on West Hickory. This opened the door for his love of hockey, for he is grateful for.
In 1979, he had the pleasure of being selected to try out for the U.S. Olympic Hockey Team for the year they defeated the Russians and went on to win the Gold Medal. Even though he didn’t make the team he would have never had the opportunity to be selected without the Kankakee Valley Park District Ice Arena.
Being an advocate of the outdoors and the Kankakee River, Matt has helped put together 3 Outdoor Shows with the help of the Park District Staff. His reward was seeing the smiling faces of children that had never seen birds of prey, shoot a hockey puck, shoot a bow, or cast a fishing pole to try for a lure in the bucket.
With the help of his wife and boys, they maintained an archery program for 15 years. This made for another great opportunity for boys and girls to fulfill a passion.
The freedom of parks and open spaces is an asset in all communities. Having 6 miles of river frontage puts our Park District at the top for beauty and natural resources.

Bill Spriggs - Secretary
Bill Spriggs was born and raised in Kankakee. He was drafted and served in the US Army (1965-1967) where he was a combat veteran in Vietnam. Bill was employed by Shapiro Developmental Center for 24 years. He is a past member of the Board for the Catholic Youth Organization (CYO) of Kankakee County. Also a past member of Musicians Union, Commissioner of athletics for all private grade schools in the area, and Precinct Committeeman in 1988.
He became a sports official for the Illinois High School Association
(1968-2017). He officiated the 1988 Illinois Basketball championship game. Bill was a NCAA basketball official for 10 years. He was on the Illinois Elementary School Association Sports Advisory Committee
(1995-1997). He was also inducted in the Illinois Basketball Coaches Hall of Fame in 1997. He has been involved with youth sports as a coach, official, and mentor his entire life.
Bill was runner up for Illinois Association of Park Districts Outstanding Citizen Volunteer of the Year in 2011.
He was recently elected to serve on the KVPD Board as a commissioner.
Bill is married to Helen, two children, two stepsons, and four grandchildren.
